Subsidised Counselling Sessions, Supported by National Council of Social Service (NCSS)

Singapore Counselling Centre (SCC) is supported by NCSS to provide subsidised counselling services for individuals facing interpersonal, intrapersonal, and mental health challenges. Our goal is to help service users reduce distress, develop coping strategies, and enhance overall well-being.

Eligible individuals can access up to 6 subsidised counselling sesssions.
Each session is 50-minutes long and costs $29.43 (after GST), to be paid by the user.

Please note that SCC is not accepting applications until 31 March 2026 as the quota has been reached. Applications will be processed from 01 April 2026.

Eligibility for Subsidised Counselling Sessions

You can apply to be granted subsidised counselling sessions if you fall under any of these categories:

Full-time students with valid student card from MOE schools*
Senior citizens with valid Merdeka or Pioneer Generation card
Holders of CHAS Blue card
Holders of CHAS Orange card
Recipients of any other forms of financial assistance from Social Service Offices (SSOs) or restructured hospitals
Receipient of an official referral from Polyclinics or Restructured Hospitals

*MOE primary and secondary schools, junior colleges, polytechnics, Institute of Technical Education and autonomous universities. Refer to https://www.moe.gov.sg/post-secondary/overview for list of MOE post- secondary education institutions.

Students under 18 (based on DOB) will require parental consent.

Step One – Fill In the Request Form

Ensure that you upload clear images of the requested supporting documents.
Blurry or incomplete submissions may cause delays, as additional time will be needed to process your application.

SCC will review your eligibility and update your status in 1 to 2 working days. Please do not re-submit your application, as it may delay processing by pushing it to the back of the queue.

Step Two – Upon Approval of Request, Fill in the Application Form

Upon approval, you will be sent an application form to fill in mandatory information such as but not limited to:
- Racial group
- Citizenship
- Employment
- Type of housing
- Highest level of education
- Gross monthly individual income

Step Three – Upon Approval of Application, Download the Mobile App to Begin Booking Your Sessions

After receiving the approval via email, download the mobile application (available on the App Store or Google Play store).
Register for an account using the same email address
Upon logging in, you will see that you have 6 sessions assigned to you. You can start booking sessions and will be required to make payment.
Your first session must be an in-person session

Step Four – Fill in the Evaluation Forms As and When Requested

You will be required to fill in the following forms –
– 1 evaluation form before your first session
– 1 evaluation form after every session
– 2 evaluation forms after your last session
SCC reserves the right to reject any appointments if the required forms are not completed.

All the information provided in this application will be shared with NCSS for accountability, billing, and data tracking purposes.
While users have access to up to 6 subsidised sessions, the availability of these sessions depends on the total allocation provided by NCSS. If the quota is reached, no further sessions will be available.
The first session must be an in-person session.
In the event of last- minute cancellation/postponement (within 48 hours of your appointment) or no-show, your fees paid will be forfeited.
SCC reserves the right to reject and cancel any applications or appointments

Eligibility

Who qualifies for subsidised counselling?

Eligibility is based on specific criteria set by NCSS. Applicants will be reviewed, and approval is required before sessions can begin. The subsidised counselling sessions are for:

Full-time students with valid student card from MOE schools*
Senior citizens with valid Merdeka or Pioneer Generation card
Holders of CHAS Blue card
Holders of CHAS Orange card
Recipients of any other forms of financial assistance from Social Service Offices (SSOs) or restructured hospitals
Receipient of an official referral rom Family Service Centres (FSCs), polyclinics, restructured hospitals, MOE schools , AIC’s Community Outreach Teams (CREST) , and Community Intervention Teams (COMIT)

What if I don’t qualify for the subsidised sessions?

If you do not qualify for subsidised counselling, you may still access our counselling services at standard rates. We also offer various affordable support options, including group sessions and workshops. If financial constraints are a concern, you may explore other community resources or support programmes. Feel free to reach out to us for guidance on alternative options.

Must I use the mobile app to book an appointment?

Yes, all subsidised sessions must be booked via the Mindlistic app. It is available on the App Store and Google Play store.

Why does NCSS request for these information?

National Council of Social Service (NCSS) requires your Personal Information for the operational purpose to verify your and your Family’s identity and relationship for the Services or Scheme;

How will NCSS use my information?

Type of Information Collected and How It Is Used

Demographics: Used by NCSS for policy and service planning. (For example, to understand which age group tends to use the service more.)
Psychometric Tools: These can inform both SCC and NCSS on how the service has been for you.
- Outcomes: For SCC to know how you are doing at the start, and at the end of your counselling journey.
- Evaluation: For NCSS to know how counselling services are performing.

Will my school / workplace be informed that I used this service?

No, your school / workplace will not be informed that you have used this service. Information and data relating to the usage of this service will be provided by SCC to NCSS in a non- identifiable format. This means that NCSS will be unable to identify you.

However, please note that there are cases where disclosure if required by law. Read our counselling policies for more information.

Payment and Fees

Are there any additional fees beyond the subsidised amount?

No, you will only need to pay the subsidised session fee as stated.

Can I get a refund if I miss a session?

No, missed sessions are non-refundable.

For no-shows or last-minute cancellations or postponements (less than 48 hours before the session), fees will be forfeited.

This is a standard practice in the industry, as last-minute changes prevent us from offering the slot to someone else in need. We seek your understanding.

I do not have a credit card. Can I make payment via PayNow?

When you book a session via the app, the app will require you to make payment via Apple Pay or Credit Card in order to confirm the session.

In the event you do not have a credit card, you can PayNow the session fee ($29.43) and email it to funding@scc.sg. We will add the credits to your account in the app so you can book the appointment.

Please make payment only after your application has been approved.
